3. Solidarity structure of the state and democracy in the conditions of solidarism

Under solidarity, the objective basis for the division of society into antagonistic classes disappears. In this regard, in the solidarity state of the owners, the governing and managed subsystems interact according to the principle of “won the governing – won managed.”

For the first time in the history of human civilization, representatives of both the managed and the leading subsystems have equal not only political, but also economic rights. This predetermines the content and the process of formation of joint controls.

These bodies are created on the principles of political, social and economic democracy. The latter means that the starting point of the horizontal and vertical construction of structures (network organization) of public administration is not the level of the governing subsystem, but the level of the entire set of owners united in solidarity communities of citizens.

The basis of solidarity communities of citizens is solidarity activity – the voluntary, creative, free and joyful application of knowledge for the benefit of all people. Science and art at the joint stage of the transformation of society will become commonplace, “printed” in the mestizo of every person of the future. They will be nature-like centers of meritocratic crystallization of fractal network communities. It is the spiritual life embodied in the civilizational benefits that will be the main engine of all accomplishments of the future solidarity society.

The formation of solidarity communities of citizens is fundamentally impossible within the framework of modern hierarchical organizational structures. The most significant difference of any network community from the hierarchical structure is its fractal similarity in any part. The network community, as a rule, originates around one or several personalities who do not claim hierarchical dominance, which is enshrined in capitalist paper laws. The role of such a leader in the network community is similar to the focus in optics. The system of lenses and mirrors can exist by itself, but at the point of convergence of light rays, it is the individual elements that realize the quintessence of the whole system. Also, the meritocratic leader of the community, carefully collecting the “rays” of knowledge, morality and spirituality from each member of the community, focuses them, giving a synergistic property to the system as a whole. Such meritocratic “focus” takes its place solely due to the high score of trust in it from the members of the network community. In our opinion, it is unlikely that in the modern conditions in the capitalist world such a “focus” can be found among decision-makers in the management subsystems.

Solidarity communities of citizens are fastened not by the will of the boss and his paper laws, but by the fractal similarity of the needs, interests and values of the members of the community. This applies to network authority, network core and network peripherals. Moreover, the transition of any subject from one part of the network structure to another occurs not by the will of higher-level subjects, but according to the autopoeous immanent laws of self-reproduction of a complex system. These same processes predetermine the recursive self-development trajectory of any complex system of solidarity communities of citizens. Meritocracy as the power of competent, highly skilled, enthusiastic and responsible intellectuals will replace the current power of henchmen of big business, bourgeois parties and the financial oligarchy. The concepts “top” and “bottom” will be replaced by the properties of the whole, similar and indivisible.

The success of any complex community demonstrates the advantages of its collective needs, interests and values, which strengthens the centripetal forces and contributes to the fractal growth of the system. Moreover, any new member of the community is not condemned to a long climb up the hierarchy. He instantly takes a place in the community, worthy of his knowledge, experience and personality traits. The synergistic effect of such an increase in the number of members in the complex network structure of solidarity communities of citizens is incomparable with any scenario in the hierarchical system of dependence of the subjects. Synergistic effect in network structures can be expressed both in extensive formats – expanding the functional capabilities of communities, and in the intensive form of acceptance by the community of additional knowledge of a new member of the community and generating a new quality useful to the community as a whole.

The supreme governing body in the solidarity community will be a nationwide referendum, which can be held on the initiative of solidarity communities of citizens in both discrete and continuous (accumulative) form. Among its inalienable powers and functions, first of all, it is necessary to include the definition of the constitutional foundations of a joint state and the complete disposal of associated private property of citizens in all its forms, as well as other issues of similar importance.

For legislative registration of the results of referendums in the country as a whole and at the level of territorial solidarity communities of citizens, people will have to form legislative bodies. Their members, elected by the communities (and not by the parties) for a limited time, will have to adopt on a sessional basis the laws and regulations governing social and economic relations in accordance with the results of referenda. The National and Territorial Councils must put forward from their ranks several authorized persons who will be responsible for solving organizational and other similar issues.

The entire territory of the country will be managed integrally with the help of referendums and the fractal structure of the Soviets right down to the regional and local levels.

Along with the nationwide, territorial structure of the network of self-organization of the population, the councils of teams of solidary enterprises of all forms, councils of other communities, whose existence is determined by the realities existing in the state, should be developed.

Solidarity liberalization takes all authority down to the competence of the primary communities. In order to fulfill the day-to-day functions of managing socio-economic processes, communities will have to form standing bodies, including responsible managers and technical staff. The formation of the organs of routine execution of managerial functions at all levels, the empowerment of their rights, resources, the establishment of the limits of competence, duties and responsibilities of managers will be in the exclusive competence of the solidarity of citizens, implemented through a referendum and fixed by legislative decisions of the Councils.

In the very near future, network approaches and structures will become dominant in politics, which will require the formation of a fundamentally new type of leaders in this area. An important step in this direction, in our opinion, should be the formation of the National Front of Education and Science (OFON). Their representatives (not necessarily affiliated with any hierarchical authorities and administrations) should be able to listen online for all actions and decisions of officials, judges, etc., without exception. The natural logic of this interaction is extremely simple. Those who acquire new knowledge and disseminate it through the education system are a priori more qualified in comparison with the trainees, no matter what hierarchical posts they hold. Members of OFON can not be admitted to citizens who have received education outside the country. This prohibition must be at least 10 years old and lifted only after receiving a full-fledged national education and passing a qualifying exam to domestic scientists and educators.

In each province, city, district, network of up to five people from the number of scientists, scientific workers, and teachers who belong to the OFON should be attached to all officials. Since for the most part they will perform their duties on a voluntary basis, then five people in each group will allow, on the principles of interchangeability, to participate in all actions of accountable officials. This is fully justified, since the professional qualifications of a number of representatives of the modern management subsystem are in doubt.

At the first stage, it seems most appropriate to create around each minister and his deputies, including the Prime Minister and his deputies, governors and mayors, scientific expert councils consisting of independent scientists who could work as examiners of modern leaders. Their appointment should be the exclusive competence of the members of the OFON and officials should be deprived of the right to interfere with their activities. Any complaint of members of the expert council should immediately be converted into the dismissal of such an official. One should be aware that the management of all functions in the state, without exception, is carried out in the interests of the people and cannot be a secret from society under any circumstances. The secret can only be from enemies, and it is immoral to equate the citizens of one’s country with enemies.

In the environment of professional expert examiners of officials – members of the OFON there should be continuous rotation, so that, firstly, there was always a fresh look at the problems to be solved, and, secondly, to avoid collusion or bribery. Organizing this work (and possibly paying) to such experts should be the National Front for Education and Science, which should not include persons who have any relation to the Academy of Sciences, the leadership of all ranks of universities in the country. In industries where there is no state secret, it is desirable to involve domestic experts working abroad or even prominent foreigners to work as people’s experts.

The use of a new network tool of public administration (OFON-expertise and control) will allow to solve the following tasks.

The first. Under the control of highly qualified specialists in each industry, state corporation, province, etc. all modern managers will be forced to abandon the employment of posts “according to cronyism” in order not to be publicly exposed to the “pillory of incompetence” by academic experts.

The second. For responsible officials, the availability of qualified assistants in the daily decision-making mode will not only more effectively address pressing issues, but also learn new relevant knowledge without getting up from their desk.

Third. A high-quality personnel reserve will be formed from the number of scientific experts and their best students, which will ensure the inclusiveness of the leading subsystem and the meritocracy of “social elevators” unprecedented in the history of Mankind.

Now the status of any person is determined subjectively appointing his boss. This is a direct and fast way to the decay of any hierarchical management subsystem. The status of the leader in the network structure, including state bodies, is naturally formed in the course of the implementation of the principle of “responsible activity” or “active responsibility”. Rotational mechanisms, the integration of the “official” function with the advanced knowledge of scientists will help to reverse the negative trend of reducing the educational level of decision-makers. The immanent property of network structures will make the inevitable emergence of intensively working, educated, creative and socially responsible personalities in the “Managers” camp.

Fourth. Experts-Producers (scientists and teachers) will be able to solve many complex tasks of managing the country in real time with their students, which will lead to an unprecedented actualization of the R & D and Education sectors. They will actually demonstrate their productive power.

Fifth People’s confidence in the decisions of officials, even the most unpopular ones, will rise to unattainable heights. Trust will generate enthusiasm, and enthusiasm will make the country’s governance model the most effective role model.

When creating solidary state structures, in our opinion, it is necessary to ensure the separation of the main functions of the state: the functioning of a solid-exchange economy and security.

With regard to security, here it is necessary to distinguish two sides: external and internal security. The tasks of ensuring external security are solved at the national level and are formulated by the network communities of citizens who determine the size of direct earmarked contributions to ensure this activity, choose the personal composition of the staff of these bodies and the forms of its control. To perform these functions, a National Security Council (NSC) is being created, whose competence includes the management of the country’s armed forces.

Internal security is assigned to the joint bodies of internal affairs, the functions, structure and financing of which is carried out by the network community of citizens.

When constructing the structure of bodies ensuring the functioning of a jointly exchange economy, it is first necessary to take into account the following circumstance, which fundamentally distinguishes a solidary economy from a capitalist economy.

Since, under solidarity, state ownership is replaced by a jointly public form of ownership, under these conditions the institution of “state entrepreneurship” is eliminated by decision-makers in the governing subsystem. It will be replaced by the institution of joint entrepreneurship of citizens, the main target of which will be the satisfaction of the vital needs of members of society.

This does not mean the complete abolition of the economic functions of the members of the governing subsystem of the joint state. Here the reorientation of the decision-making functions of decision-makers to the strengthening of their duties as an executive body that implements decisions of the joint community takes place. From inaccessible bureaucratic bureaucrats, they should be turned into “gardeners”, caring for a flowering garden in which people live – associated private owners. With solidarity, the restoration of the rights of members of society to state property in the formats of associated private property of citizens occurs while maintaining the regulatory functions of the governing subsystem of a fundamentally new type. At the same time, the reality of nation-wide regulation is based on the powers voluntarily and in coordination given by the citizens-owners to the members of the management subsystem.

The current financial system should be subjected to radical changes in the conditions of solidarism, which will first be supplemented and subsequently gradually and organically transferred from money with five functions to Metric Exchange Means (MLS), which are aimed at the most important function – unhindered exchange of results. free application of knowledge of each and every member of the future solidarity community.

With the involvement of OFON experts, it is necessary to create independent joint bodies of management of a planned exchange economy. The economic and social life in the country will be led by the Higher Economic Council (WEC), which includes the Council on Proportions and Dynamics (SAP). WEC will become a network representative public authority. All government agencies will participate in the development, and in the future and the implementation of joint decisions. The Council on proportions and dynamics should begin to perform the functions of planning reproduction processes in the economy of the country, including horizontal – sectoral, vertical – inter-sectoral, interregional and macroeconomic balances. The objective of this Council is to calculate the most effective options for using the resources of all kinds in the country to ensure proportionality and maximize the dynamics of the development of the economy and society.

Another independent structure, composed of expert scientists, should replace modern statistical institutions in order to provide objective and most reliable information to their colleagues from the planned community. The governing bodies of a solidary state must first be under the vigilant control of pundits from the OFON. During the transition period, current officials should be replaced by professionals.

All decisions of officials at the territorial level and below should be agreed with the scientists authorized by the OFON. Of course, officials will not like such total control, but it will be useful for three reasons. First, the continuous control over the activities of officials quickly and significantly increases the efficiency of their work. Secondly, the scientific potential of local scientists and teachers, often with better education and qualifications than the current officials, will ensure the professional growth of local managers. Thirdly, the involvement of qualified people in practical management activities will significantly strengthen the personnel reserve of the joint management subsystem.

Thus, in the first approximation, the following enlarged structure of economic management bodies in the solidary state of owners can be seen:

Nationwide Front for Education and Science;
National Council and Territorial Councils;
Higher Economic Council;
Advice on proportions and dynamics;
Unconditional Guaranteed Income Fund;
National Council for the regulation of IOM.

There are a minority of people who are capable and willing to do this most difficult work in any society. This is certainly not 1% as the largest capitalists, but no more than 5%. In other words, the community of producers of up to 5% of society intellectually rises above the consumer community, of which the overwhelming majority. Moreover, under capitalism, the conquest by a minority of a society of members of the managed subsystem by a minority was carried out with the help of barbaric paper laws, issued by modern representatives of the leading subsystem almost as a divine prescription.

With solidarity, the violent methods of submitting the majority to the minority are not acceptable in principle. They are not economically feasible, since, in their original form, both are formally equal owners of material and information resources of nature used for reproduction. The leading role of any people in the future can only be based on the voluntary recognition of their authority.

The most important social stratum of solidarity society is the people who provide the functions of political and economic management, both in a broad and in a narrow sense of the word.

Philosophical understanding of the future socio-economic model of the economy leads to the idea of the need for a new ideological concept for solidarism. There are only three initial and practically applied ideological concepts in modern society: fascism, communism and liberalism. As the three basic colors form the entire palette of colors on Earth, so the three initial ideological paradigms underlie many specific ideological models.

Fascism unites the nation with the power of the totalitarian domination of exclusive members of the party and separates the peoples, dividing them into “their” – the highest race and “alien” – of all others. Such an ideology is not peculiar and unacceptable for a multinational and multi-religious Russia.

Communism unites the nation with the power of totalitarian domination of exceptional party members – the socialist oligarchy, based on the declaration of an international class approach that divides the community into worthy lives of factory and factory workers and unworthy exploiters, to whom intellectuals and other thinkers and creative people are added. Producers – scientists and teachers are practically excluded from the social process. This is unacceptable in modern conditions.

The dominant liberalism in the world today does not divide society into two or more communities, but assumes the complete atomization of all individuals to the state of greedy and selfish “tyrants.” Their goal is to maximize their personal gain at the expense of others. In mathematical terms, it is a closed system with a positive feedback of a greater number (unrestrained desire for personal enrichment), which inevitably leads to a crisis “all against all”.

No subjective efforts of individuals are able to unite peoples based on the ideology of liberalism, since it forms the most powerful and directly opposite vector of disintegration and does not correspond to the achieved level of development of productive forces and production relations, and most importantly – to the collective consciousness of society achieved during objective evolution.

Solidarism allows formulating an International ideology, which can be called a doctrine. It absorbs the positive historical experience of the whole world and this is its integrative value.

Dobrosovitelno synergistically formed of two components: the good and good faith.

Dobrostroy relies on the humane achievements of science and solidarity laws.

Spirituality is an integral component of good faith. If science is spiritless, but oriented toward liberal individualistic values, then it is criminal. If the paper laws are spiritless, and are focused only on achieving the total superiority of the rights of the members of the directing subsystem over the rights of the representatives of the controlled subsystem, then they are immoral. Western mechanistic humanism should be transformed exclusively into the formats of spirituality, and not be forced into a liberal format.

The ideology of cultivation forms the moral and moral foundations of the solidary mode of production, which objectively is intended to replace any form of mercenary exploitation of members of managed subsystems with representatives of governing subsystems both through one-sided paper laws and in forms of physical violence.

An international idea naturally follows from the ideology of dobrosovleniya, reflecting the past of all nations. In the most general form, the international idea of peoples within the framework of the ideology of the creation of the people will be a space-time system based on several structure-forming principles, which are the result of the mutual influence of ancient philosophy (science in its modern version), Roman law and Slavic spirituality:

The spiritual is higher than the material.
Family is more important than individual.
The future is more important than the present and the past.
Justice is above paper laws.

Public is more important than private.
Any faith is more significant than unbelief.
Responsibilities are prior to rights.

For the disclosure of the above ideological principles, the nations’ braces, let us recall the analogy from Holy Scripture. To determine who is the bearer of the Christian idea, it is necessary to take the ten Divine Commandments. Each commandment, for example, “do not kill” breaks the infinite space of society into two halves. In one there are murderers, in another followers of the commandment.

All the commandments, virtually held in the form of such planes, divide humanity into adherents of the commandments and people who violated these commandments. Together, they isolate in space a certain three-dimensional figure bounded by commandments. People inside this figure, that is, simultaneously professing all ten commandments, are bearers of the Christian idea. And the resulting spatial figure is the “magnetic field” of the Christian idea.

The same thing happens with the components of the international idea of goodwill. The planes of each of the principles will divide people into their adherents and opponents. People, adherents of all these principles at the same time, will make up the society of the future united solidarity community of benefactors across state borders. Thus, under the conditions of solidarism, the content of the globalization process on Earth will fundamentally change.

Of course, just as it was before, more and more people, nations, and countries will fall into the sphere of the “magnetic field” of incipient solidarism. People living according to the principles of solidarism may have different nationalities, religions, etc., but their principles of socio-economic behavior will be based on the ideology of goodwill and the common instruments of expanded reproduction of society.

The new international idea will inevitably pull over a major change in the polity. Now it may be too early to talk about specific forms of government that most fully meet this international idea, but it is already clear that it’s about the fact that the paper laws regulating and regulating the vital activity of solidarism will be directed exclusively for the benefit of the whole society.

Obviously, such a society will be managed by the most deserving people, primarily in the intellectual and moral sense of the word, people, real noble men according to Confucius, whose main concern will really be the good of their people. Such power can rightly be called meritocracy – the power of the wisest, socially responsible and patriotic members of society.

The transformation of the country’s citizens into associated solidarity owners changes the nature of the capitalist state as an instrument of violence for members of the dominant leadership subsystem over the rest of the country’s population. The solidary state is a public institution, which, guided by the goal of satisfying the organic vital needs, functions on truly democratic principles. And the governing subsystem formed according to meritocratic principles should correspond to this institution.

It is already obvious that the powerful technologies of the sixth order in the hands of modern “dictators behind the scenes” – the owners of transnational corporations (TNCs) will lead to an increase in property inequality and a forced reduction of the population to 500 million people, as recorded on the Tablets in Massachusetts. Only the association of private property and on its basis the solidarity of all citizens will save the humanity of the future from total TNK-genocide.

Solidarism presupposes the creation of such a single political and economic platform that will consist of owners who require the meritocratic elected members of the leading subsystem to protect their property. The owners, as is known, are striving for a conservative development of political events. This state cements society, giving managers the opportunity to implement a sustainable development program. It is necessary to link the relations of property and power in the solidary state. For this, the property of the citizens should become the quintessence of the future people’s power, and the political system will have to work towards its multiplication.

The state of owners will create the basis for the implementation of the principles of social justice and will enable everyone to take advantage of the solidarism. In this case, the property itself will be legally protected, and the right to it will be assigned to each. This formula contains both the economic component of the state of owners and the sovereign. All citizens will be united not only by mythology and the history of the Fatherland, but also by the desire to defend and increase their property. All members of society, regardless of their status, have a new form of responsibility – the obligation to be an active citizen.

Solidarism and democracy are inseparable, they exist in organic unity. They were like the famous Soviet poet V. Mayakovsky used to say: “twin brothers”, in whose veins one blood flows.

However, in the west, economic democracy is reduced to a free market, which has long been eliminated by the owners of TNCs; social democracy – to the supremacy of the mercenary bourgeois laws, which is absurd in essence and in form; Political democracy is identified with political freedoms that are limited only by the “correct” point of view of members of the capitalist leadership subsystem, which does not meet the interests of the majority of people.

Democracy in the understanding that now exists in the world is a modern form of social domination of the members of the TNC governing system and the financial oligarchy over the majority of the managed subsystem according to the paper laws that the American governing subsystem is trying to impose by all means on all of humanity.

Solidarity democracy is actually carried out in the unity of the three parties: political democracy, social and economic democracy. If political democracy gives the right to all citizens to participate in the political process, social – gives the right to every citizen to freely choose whether to be a consumer, manager or producer-scientist, then economic democracy gives all people the right to participate with their knowledge in the economic process (production of goods, services, knowledge) and earn the income earned in this way. The right to participate in social reproduction of every citizen can be ensured by granting him democratic ownership of material and informational natural resources that ensure the reproduction process. Only by combining all three parts of democracy (political, social and economic) can we talk about creating solidarity democracy as the political basis of a qualitatively new social system.
